			<content:encoded><![CDATA[<p></p><p>The majority of <a title="Texas power companies" href="http://texaspowercompany.com/">Texas power companies</a> have rejected the latest ruling of the Environmental Protection Agency with regards to the reduction of air contamination.</p>
<p>Although the state of Texas may be hit the hardest and could possibly face different problems including an insurmountable energy calamity and an unmanageable instability in the Texas electricity sector. The EPA has called the ruling “Cross-State Air Pollution Rule”, aimed at resolving uncontrollable air contamination that will not only have an effect on the states who are responsible<br />

<p>In the past, one company provided all parts of your Texas power service (generation, transmission, and distribution, and also retail states). <p>The Public Utility Commission (PUC) regulates the Transmission and Distribution Service Provider (TDSP). They sets the rates for transmission and distribution service, reliability and safety standards and it ensures that all customers and Retail Electric Providers (REP) are equally treated when it comes to the delivery of electricity. During emergency related to electricity service or a power outage the TDSP will repair the service and restore power regardless of Retail Electric Provider (REP).</p>
<p>The <a title="Texas electricity" href="http://www.chooseenergy.com">Texas electricity</a> customers for the most part enjoy the deregulation of their electricity but some also throw a lot of criticism. The deregulation of the Texas power system is universally praised and uses as a model by every other state. 			<content:encoded><![CDATA[<p></p><p>The procedure of the deregulation in Texas started in 1999 when a senator from the state of Texas David Sibley, first introduced a law that would get rid of regulation of the rates of electricity and more importantly to eliminate the monopolization in the <a title="Texas power" href="http://texaspowercompany.com/">Texas power</a> market with the aim of decreasing the prices of energy. The legislation introduced was Senate Bill 7, and following the debatein the House of Representatives, it eventually became a law on January 1, 2002.  Beginning the first day of January 2002, the deregulation was implemented in many regions in the entire state of Texas.  The deregulation allowed business owners and households to choose the better alternatives with regards to the <a title="price of electricity" href="http://www.chooseenergy.com/education-center-electricity-work.aspx?articleid=19&amp;article=CompareElectricityRates">price of electricity</a>.</p>
<p>The community based utilities and Coop utilities are allowed to take part in the deregulation process although they are not obligated to comply &#8211; although most have in fact opted out of deregulation. Texas has a goal of reaching 5,000 megawatts of power produced by alternative energy sources by the year 2015. most of these new or currently operating plants produce more that 120 megawatts, some producing more than five hundred.</p>
<p>Some of these power plants include the Capricorn Ridge Wind Farm, in Sterling/Coke County, which produces a whopping 662 megawatts of power from the wind. The Buffalo Gap Wind Farm in Taylor/Nolan County produces 523 MW. There are dozens of these farms around Texas. One of the reasons why there are so many of these farms is that other than Alaska, Texas is the largest state in the union and therefore the largest land mass. This makes setting up these farms quite easy, and with the electricity market in Texas set by the price of natural gas, which is very high, the demand for these alternatives is great.</p>
<p>Although not as prominent as of yet, the Department of Energy has a goal of installing solar plants to produce more the 1,000 megawatts of power from solar power plants in the Southwestern US, including Texas, by 2010. this is through the Southwest Concentrating Solar power 1,000 MW Initiative. This could make electricity costs in these areas drop to .07 cents per kilowatt hour. Of course consumers may not see such a dramatic drop such as this, but could still see a significant reduction in rates. These solar arrays can be in the form of solar panel farms, or concentrating arrays, and many other forms.</p>
<p>In order to make this happen, better solar technologies need to be developed in order to make these large arrays more cost effective, efficient, and reliable power on such a commercial scale.
